Appeals court agrees to ‘en banc’ hearing and new panel of judges will decide on Trump national guard deployment The appeals court that initially said Donald Trump could deploy federal troops to Portland, Oregon, said on Tuesday it would reconsider that decision. The ninth circuit court of appeals has agreed to what’s called an “en banc rehearing”.
